Right now, generally the primary scapegoat for everything in western society, the only difference between terrorism and war, is the amount of political power you have.

The "terrorist" class in Counter-Strike: Source is an example of a small scale terrorist cell that commits various wrong doings to further their cause, the cause is often left to the imagination so as not to step on too many peoples toes in regards to real-world terrorist scenarios.
